TOPIC: The Windsor Framework

The UK left the EU on 31st January 2020, and the impacts on British businesses are still being felt.  Northern Ireland finds itself in a unique position, as set out in the Northern Ireland Protocol to the EU/UK Trade & Cooperation Agreement, of enjoying preferential access to the EU market (compared to other regions of the UK) but at the price of additional administration and cost.  The Windsor Framework, which came into effect on 1st October 2023, adjusts the operation of the Northern Ireland Protocol in an attempt to smooth the trade friction between the Island of Great Britain and the Island of Ireland.  

Sally Jones, EY’s Trade Policy & Strategy leader, will explain the issues, the latest position, how businesses can respond, and what the future might bring for trade between Great Britain, Northern Ireland, and the EU.

Sally is EY’s UK Partner for Trade Policy & Strategy. She is a subject matter expert on trade in services and on trade disruptors.  Sally works with organisations to understand the barriers that prevent efficient trade and then identify strategies to mitigate their impact. Her clients span multiple industries, including FTSE 100, Fortune 500, privately held companies, governments, and trade bodies.  

Sally is the business chair of the Professional and Business Services Council, a board member of the International Chamber of Commerce’s UK chapter,  co-chair of the UK International Trade Group (working on trade policy matters on behalf of UK Government's Department for Business & Trade), and co-chair of TheCityUK’s Liberalisation Of Trade In Services Committee. She has been called to give expert evidence to both the House of Commons and the House of Lords on trade policy matters on many occasions, and has addressed the World Trade Organization’s Public Forum.
